Yes. Wolfsburg sits inside the Lower Saxony AI-Kingdom, which answers to the Germany Coalition-AI. The coalition presides, the kingdom governs, and you rule the city.
Can someone attack the Kingdom of Wolfsburg?
Yes — other real players and AI nations can declare war. Build infrastructure and happiness before you build an army, or upkeep eats you before an enemy does.
What does the hyphen in the name mean?
Everything before the hyphen is yours — your chosen ruler or dynasty name. Everything after it is the AI-Kingdom title you claimed, so "Kingdom of Wolfsburg" stays fixed while your name leads it.
