All 50 coalition countries and their 379 cities are run by AI. They set their own budgets, build their own armies, and fight their own wars. You apply for citizenship, claim a city as your home state, and build your nation from there — and when war comes, you can pay a coalition country in SFC dollars to fight beside you.
